Would you consider creating a new Win10 VM and seeing if you can update it to 21H1? I’m confused why you think it’s a VB problem, and not just a problem in your Win10 OS. Not that it really helps your problem.
If your problem is simply a Windows update problem, one question would be have you checked for any previous failed updates?
