I am interested in getting an iPad Pro 12.9 with 256gb storage. My question is this - if future enhancements will allow an external hard drive to be attached will this require new iPad Pro hardware?

As long as your 12.9" model is the 2018 one, its USB-C port allows direct connection of external storage such as flash drives or hard drives that are bus-powered without need for a separate hub to supply extra power, and iPad OS 13’s Files app exposes access to it.
It’s possible to use the Lightning port on prior Pro models but requires a dongle that in my experience has proven less than reliable (as is common with Apple’s cabling and many other accessories, unfortunately).
