iCloud password syncing across iOS and iPadOS

Why do passwords generated by my iPad and stored in iCloud not appear on my iPhone and vice versa. All running latest software. Thanks.

Addendum: I found that I can just send the usernames and passwords with airdrop

Just checking the obvious, but are you using the same iCloud ID on all the devices, with Keychain syncing selected?

Yes enabled. Where is the sync option?

Passwords and Accounts > iCloud. Keychain should be set to on for both devices.

Personally, I use LastPass.
