Pretty sure Musk is just making money the way he’s always made money - gaming the markets. Big players make money off of trading volume, so… act like a fool (which he’s able to do thanks to Tesla’s board makeup), which tanks Tesla stock, then talk some technical nonsense that fools market makers into ballooning the stock again. Last time the technical nonsense was self-driving, this time it will be machine learning (which will be touted strongly as A.I.).
