Have you tried resetting the network connection in Windows?

In the settings, go to network and for the ethernet connection, select reset network.

It seems that there are multiple forums after doing a search on google that suggest that it has something to do with WPS setting or Windows Connect Now which is Microsoft’s version of WPS for PC’s.
All of them suggest turning off these features in windows and on your router, stating that most of this is caused by phones that try to auto connect to a network connection when it is seen but does not fully do the hand shake required to completely connect. Then the devices show up under network for a while until they expire. Though if the device is close by (like next door) it could continually try to reconnect keeping it displayed there.

I did not tried but I just did and it’s still there.
