MacOS JPEGs - cannot open or copy

Help! I have a load of JPEGs on my Mac running Monterey. I cannot open them or copy them. They are all on a new external SSD. Many files can be opened, but many cannot. I just get a message that I don’t have permission.

I checked file permission and all looks okay

I have checked containing folder and permissions look okay too. I have even used Terminal and issued a “chmod -R +rw” on the root folder, but files still cannot be opened. I cannot even copy them. I get this popup:

This is just one folder. As you can see, I can open some, but not others.

Does anyone know how to fix this?

I think the permissions system in Monterey has been revamped - at least I have seen several postings on /r/Mac about it. This is from the Monterey docs:

Thanks Leo. I did all that and everything (files and folder) has read/write access for everyone. I can only thing something happened to the files when copying.
