Thankfully, in the EU, such behaviour is illegal. You cannot collect such information in the first place and you cannot use it for the purposes described and you can’t sell the information to third parties.

ISPs, for example, can’t collect browsing behaviour, the German government wanted them to hold the information for six months, so that they could call upon it if required, but the courts decided this was unconstitutional and they had to delete the data.

If you collect data, you have to specify clearly the purpose, and you can’t use it for any other purposes. And you cannot sell or share the information with third parties, without the written consent of the identified persons.
