The issue that Telegram is not E2E by default and only for 1-1 conversations when turned on has been well known for a long time. It is good that Brad Delong took the time to detail exactly how bad it is, but it isn’t exactly world shattering new news.
My family was trying to get us to use Telegram for E2E family chat about 4 years ago and I vetoed the idea, getting them to use Signal instead, as Telegram didn’t offer E2E encryption by default and not for group chats (about 90% of our communication in the family).

They also use their own (and as far as I know, not vetted) encryption protocol.
