I just upgraded my iPhone 11 to iOS 15.4 and I can’t seem to find Face ID with a Mask anywhere. Is it missing because I have unlock with Apple Watch? Or is it not available in Australia?
When my iPhone 13 rebooted, it asked me first, if I wanted to turn it on now, or look at doing it later.
If you go into Settings → Face ID & Codes, at the bottom of the first screen of text is “Face ID with Mask”.
I just re-read your post and then did a quick search…
Your problem is the first part of the sentence, it requires an iPhone 12 or later. 
At least you have an Apple Watch…
