Why are windows opening behind other windows?

This is new behaviour on my Win 11 laptop. Whenever I open a window, such as clicking on the biometric unlock button on Bitwarden (which opens the Windows Hello fingerprint dialog), or clicking on an email notification to open the email, which I often do to get an OTP for a login, it opens behind whatever window I currently have open, so I then have to switch to it.

I’m sure it used to open in the foreground, which made much more sense.

Is there some ‘open in the foreground/background’ option somewhere I’ve accidentally turned on?

Edit…and also, when a window does open as I would like it too, like when I press the Copilot key, it doesn’t have focus. You start typing, and your are still in the browser window that is behind it.

Seems like my Win 11 install is having issues with window management and focus.
