With regards to BT mice issue: MS meece turn off sleep in BT settings. Google it. Control Panel, Device Manager, BT Radio Enumerator. disable sleep. Good luck

That’s ugly. Does Windows turn the mouse back on upon wake?

I don’t know. I just think it’s a ridiculous default. But once I turned it off problem disappeared. It only makes sense for mobiles like laptops.
The caller Tom last call with the bios password on the Dell. There could be an easier free way to get past that.
He needs to try www.bios-pw.org
It has master passwords for PC’s especially Dell PC’s
