Microsoft provides a FAQ on how to run a rule on emails already in my inbox.
I’m supposed to go to settings->mail->run rule
I’m trying this on an iPad and I only see the option to create a new rule. Not to run existing rules.
Any suggestions?

(Assuming you’re using a Microsoft email account)
I’m not familiar with the iOS app, but on the web app any rule defined in settings will run on existing messages within your folders. I used it to create a rule that moves messages older than two months to an archive folder.
If iOS doesn’t support that functionality then you can do it from the web app at outlook.com.
