Can we please separate the % fee from the rule about charging. Given the usual price of Apps on iOS 30% is needed to cover the fees Apple will be charged by the Banks and Schemes for any Chargebacks or dishonours. A typical Chargeback fees is >$5, that is after the $0.10 fee for processing and online transactions and the Merchant Service Fee (Interchange) that varies by card type (e.g. from 0.8% to 5% depending on card type, scheme, location, etc.). On top of that Apple handles all the foreign exchange costs to the Developer.
