Good question. Kids age at very different rates. As someone who, at 10 years old, was repeatedly mistaken for my 20-something teacher, I have no doubt I could have gotten past this AI. 
Apple with one of the best facial recognition systems in the form of Face ID specifically declaims reliable recognition of children. So, slap an “AI” modifier on something likely not even as good to begin with and…profit?

Yeah this won’t work. Maybe in 10 years or so. But Australia has tried to pass weird tech laws before, including laws that violated all the known laws of mathematics
