Best free Windows program for batch photo enhancement

I’m helping out a friend who needs a free or low cost program for batch photo enhancement. I’ve compared the MacOS Photos app (included free with MacOS) to Windows 10 Photos, Adobe Photoshop Express and Corel’s Paint Shop Pro. So far only the MacOS Photos fits the bill on batch enhancement and also produced, in my opinion, the best initial enhancement.

Any other suggestions for Windows software? The investment in a MacBook Pro just for the MacOS Photos app is a bit steep.

I didn’t have any suggestions for batch editing, but that list from waxman seems viable.
